This has been utilized to a large extent by westerners. This surrogacy tourism has been facilitated by a network of agencies. The wombs of illiterate or semi-literate, impoverished women are rented for the same for a pittance. Needless to say that exploitation is feared.

Currently India has declared that it will stop foreigners using Indian women as surrogates. It is unclear what this would mean to NRIs and PIOs. In addition to these, surrogate pregnancies going on currently and numerous embryos developed by commissioning parents are at stake.
