The ART Bill has come in close succession after the Surrogacy Bill 2019 and the Medical Termination of Pregnancy Amendment Bill 2020. The ART Bill is intended to be a regulatory mechanism. The state boards will have the responsibility to oversee policies. It will also assist the National Board in it’s functioning.

India which has highly skilled doctors, well equipped Hospitals with latest technologies, and comparatively reduced cost has been a desired destination for Medical tourism pertaining to infertility as a wide range of options are readily available, including surrogacy.

Earlier efforts to regularize the ART facilities seem to have had limited success. One will need to wait and see how the ART Bill will be implemented to achieve its goals.
